On January 4, 2011, the Town of Lawrenceville received a 2010 Community Development Block Grant under the Local Innovation fund for the purchase and rehabilitation of the Southern States Building located adjacent to the Tobacco Heritage Trail (THT).Southern States building purchased for Turntable ParkSouthern States building purchased for renovation

The purpose of the Local Innovation fund is to create innovative employment opportunities within the Town of Lawrenceville through development of the Southern States Building into a THT trailhead. The Town executed a contract with the Department of Housing and Community Development in November 2011 in the amount of $200,000. All project activities must be completed by October 2013.

The County of Halifax has received Energy Efficiency and Conservation Block Program Funds to design, install, and monitor a comprehensive energy conservation program for the Mary Bethune Government Complex in the Town of Halifax. This project is being funded with federal funds through the American Recovery and Reinvestment Act of 2009, supported by the Department of Energy and the Virginia Department of Mines, Minerals and Energy.

The total project cost will be approximately $800,000. Pre-qualified Energy Services Companies (ESCOs) were solicited for “Back of the Envelope Proposals” pursuant to §11-34.3 Code of Virginia as amended. Proposals were due 12/10/10. Construction will hopefully begin by March 2011.

The County of Mecklenburg has received Energy Efficiency and Conservation Block Program Funds for the reduction and capture of methane and greenhouse gases at the Mecklenburg County Landfill. This project is being funded with federal funds through the American Recovery and Reinvestment Act of 2009, supported by the Department of Energy and the Virginia Department of Mines, Minerals and Energy.

The total project cost will be approximately $551,219, and project activities include the design and installation of a landfill gas collection system and a blower/flare station. The goal of these systems is to facilitate the sale of carbon credits from producers to interested parties, thereby generating revenue for the County. An Invitation to Bid will be published 12/19/2010 with bids due 01/27/2011. Construction will hopefully begin by March 2011.

The County of Mecklenburg was awarded a Community Development Block Grant (CDBG) from the Virginia Department of Housing and Community Development (VDHCD) for the Scattered Site Housing Rehabilitation Project. The purpose of the CDBG is to improve housing conditions for homes occupied by low and moderate-income (LMI) persons.

Project activities will include housing rehabilitation to 1 LMI owner-occupied unit, and substantial reconstruction to 1 LMI owner-occupied unit. Debris, trash, inoperable vehicles and dilapidated structures will be removed from the project area(s). The County executed a contract with the Department of Housing and Community Development in December 2012 in the amount of $167,725. All project activities must be completed by December 2013.

County of Halifax has received Community Development Planning Grant Funds from the Virginia Department of Housing and Community Development for a project in the northern part of Pine Height Trail. This area is located within a large residential neighborhood approximately 4 miles west of the Town of Halifax. The Pine Height I community consists of approximately 25 residential units. Planning grant funds will be used to study the housing needs of low- or moderate-income households, and an application for a Community Development Block Grant will be prepared for submittal in March 2011. Award announcements are typically made every July.

On March 8, 2012, the County of Halifax was awarded a Community Development Block Grant (CDBG) from the Virginia Department of Housing and Community Development (VDHCD) for the Pine Height Tr. Housing Rehabilitation Project. The purpose of the CDBG is to improve housing conditions for homes occupied by low and moderate-income (LMI) persons.

Project activities will include housing rehabilitation to 14 LMI units, of which 11 are owner-occupied units and three (3) are investor-owned units. In addition, four (4) owner-occupied units will be substantially reconstructed and debris, trash, inoperable vehicles and dilapidated structures will be removed throughout the neighborhood. The project area includes 33 homes located on Pine Height Trail and one unit on the corner of Mountain Road and Pine Height Trail. The County executed a contract with the Department of Housing and Community Development in July 2012 in the amount of $840,169. All project activities must be completed by July 2014.

This project is being funded with federal funds through the American Recovery and Reinvestment Act of 2009, supported by the Department of Energy and the Virginia Department of Mines, Minerals and Energy.

The total project cost will be approximately $524,337, and project activities include the design and installation of a landfill gas collection system and a blower/flare station. The goal of these systems is to facilitate the sale of carbon credits from producers to interested parties, thereby generating revenue for the Town. Construction began December 6, 2010 and substantial completion is expected in June 2011.
